According to the information of the Ministry of Industry and Information Technology on November 18, in order to further strengthen the management of the lithium-ion battery industry and promote the transformation and upgrading of the industry and technological progress, the Ministry of Industry and Information Technology (Electronic Information Department) organized the revision of the "Lithium-ion Battery Industry Specifications". Conditions (2021 Version)" (Draft for Comment) and "Administrative Measures for Li-ion Battery Industry Normative Notices (2021 Version)" (Draft for Comment) are now open for comments.

Among them, the "Lithium-ion Battery Industry Standard Conditions (2021 Edition)" (draft for comments) proposes to guide companies to reduce manufacturing projects that simply expand production, strengthen technological innovation, improve product quality, and reduce production costs.

The consultation draft proposes that lithium-ion battery companies and projects should comply with national resource development and utilization, ecological environmental protection, energy conservation management, safety production and other laws and regulations, comply with national industrial policies and relevant industrial planning and layout requirements, and comply with local land and space planning and requirements. Eco-environmental protection special planning and other requirements, meet the requirements of 'three lines and one single' ecological environment zoning management and control requirements.(Lithium - Ion Battery Equipment)

Lithium-ion batteries and supporting projects shall not be built in the permanent basic farmland and ecological protection red lines determined in the plan, and in areas where the construction of industrial companies is prohibited by national laws, regulations and rules. Existing companies in the above-mentioned areas should be dismantled and closed in accordance with the requirements of laws and regulations, or the scale should be strictly controlled and gradually moved out.

The "Administrative Measures for Lithium-ion Battery Industry Specification Notices (2021 Version)" (Draft for Comment) proposes that companies should adopt production processes and equipment with advanced technology, energy conservation and environmental protection, safety and stability, and a high degree of intelligence. Companies should code lithium-ion battery products and establish a full life cycle traceability system in accordance with relevant policies and standards, and encourage companies to apply active traceability technology.

The management measures also mentioned that the company should formulate product unit consumption indicators and energy consumption ledger, and must not use outdated energy-using equipment and production processes that have been explicitly eliminated by the state and seriously pollute the environment. Encourage companies to adjust their energy consumption structure, use photovoltaics and other clean energy sources, conduct research on the application of energy-saving technologies, formulate energy-saving rules and regulations, develop energy-saving common and key technologies, and promote energy-saving technology innovation and achievement transformation.
